SPFilterDropdown List not populartin

I am trying to use SPFilterDropdown list. Before I actually use this on our live, I am currently testing and ran into some problem.

I am currently using MOSS 2010.  I created a Countries list (look up list) with 

- Title, Text field
- Active, Boolean (Yes/No).


I also created another called ActiveCountry with

 - Titel, text field
- Country, Look up field (look up Countries list's Title column).


This is the code I am using in ActiveCountry List's NewForm.aspx page:

When I try to inset new data into ActiveCountry List, Country column's drop down list shows 'Choose Country...' as default selected value. 
However, when I press down arrow button nothing shows up in the list. In the Counties list, I only entered two countries (U.S. - Active, Candana - Inactive).

Any clue why I am having this problem?

I don't see anything obviously wrong. Try a CAMLQuery that will always evaluate to true just to make sure everything else is set up right. Maybe ID>0 or something.
