I am rather new to all this but couldn't find the exact answer searching.

Before trying to implement this I want to understand what Forms is this jQuery implemented to.

"Here's a small example. If you want to add functionalty to NewForm.aspx, then take a copy of the form, call it something like NewFormCustom.aspx, and add your script into it. I like to put my scripts below this line"

Is this all about InfoPath Forms imported to the site or not?

No, it's not about Infopath forms. you can build cascading into Infopath (and many other great stuff) without SPServices. The forms where the functions are useful are the plain old out-of-the-box SharePoint forms for lists and libraries.
